Story-

About 200 years ago, this small island of, something, was dried out.  It was a pawn in a war effort gone wrong. Eventually everyone lost the war due to nuclear weapons and such.  In any case, 2/3 of this ocean side population was lost, leaving a few individuals struggling to survive, things were quickly getting worse without unity and organization, and that’s when, it is rumored, a guy called teddy, who was always wearing a teddy bear costume took the lead, unified the straggling survivors and formulated a survival plan.   In the beginning everyone was in one place, but as self sufficiency and the population began to grow, most of the natives were allowed back to their home turf, but they had to show their allegiance to the whole by making sure they had them teddy bear emblem advertised on their property.  They did just that, and the teddy bear became a symbol for their savior and survival.  There is one or maybe two rebel groups, but they stay underground, it’s far too dangerous to openly oppose the community, and in the desert, not many places to hide in this small island of about 600 civilians. 

Tech- The tech is simple, this wasn’t a fancy place to begin with, and the sand and lack of renewable resources has made it’s renewal and development almost impossible. 

Weather- very dry, sunny, with constant sand storms, and polluted.
